The only way to stop club abuse that I see is to kick all golfers off the green who can't control themselves. I was actually hit with a kids club at our local country club a few years back by a members 12 year old that threw his club into the sandtrap. It bounced up and clocked me on the noggin. Funny to see the kid panic but not funny to see him get reamed by the person who he got his nasty temper from.
